The New National Programme - Towards 2016

The Executive Committee of the Public Service Executive Union has decided, unanimously, to to make a strong recommendation to members to vote in favour of the terms of the new National Programme - Towards 2016 - in a ballot.

The General Secretary of the Union, Dan Murphy, said that the Executive Committee had reached the conclusion that the proposals represented, by any standards, the best possible available and that there was no practical alternative available to members which would produce a better outcome, either for the Union’s members in the Public Service or outside the Public Service. The terms also represented a major achievement for the trade union movement in terms of the major changes in labour law and enforcement which contrasted sharply with the trend on such issues in other countries.

Mr. Murphy added “The recent negotiations have produced an increase in pay of 10.4% over 27 months which exceeds the annual rate of pay increase under Sustaining Progress and should more than compensate for price increases over the period so that pay will continue to increase in real terms.”

In addition, Mr Murphy said that the provision for a second Benchmarking Review was also of considerable importance.

The proposals for the new National Programme are outlined below, together with the Circular sent to Branches on the Ballot and the Pay Scales for our members in the Civil Service, An Post, An Post National Lottery Company and the Irish Aviation Authority.
